Project's goal – Main objective of the project is enhancing innovation and competitiveness of the OPEGIEKA company by implementation of R&D works results in order to launch a new service of taking inventory of a vegetation based on the remote sensing platform and innovative method of taking inventory of a vegetation. Project purpose will be achieved by implementing the algorithms created on the research stage and implementation of a dedicated remote sensing platform to the activity of the company. One stage of research will be conducted. Project result will enable solving the key issue related to effective vegetation inventory. Project results will be implemented in Europe as a part of applicant’s business activity. Project implementation will allow for achieving economic benefits, as well as reputational advantage as a on of the first commercial entity in Poland having the status of R&D Centre executing and implementing pioneer R&D works.

According to implementation of the Project “Implementation of the results of research and development by developing a remote sensing platform based on an innovative method of vegetation inventory“ co-financed by the European Union from the European Regional Development Fund, within the framework of the Operational Program Intelligent Development in the years 2014-2020, Priority axis 3 “Support for Innovation in enterprises”, Measure 3.2 “Support for R&D results implementation”, Sub-measure 3.2.1. „Research on the Market”, we would like to request for quotation.

 

Subject of the order

The subject of the order is purchase of an aircraft for the purposes of the above-mentioned project, where the aircraft shall have the parameters specified in terms of the contract.

 

Terms and Conditions

The entire scope of the task includes deliveries, performance and starting/activation of the elements defined in the specification, in particular:

  • delivery of the requested equipment,
  • testing the equipment operation
  • executing guarantee provisions and potential post-guarantee maintenance services.

Submitting a partial bid is not allowed. Submitting a variant bid is not allowed. Order completion deadline:

  • testing the equipment operation,
  • executing guarantee provisions and potential post-guarantee maintenance services,

Questions from the Bidders

With reference to the “Reqest for quotation” for the Project “Implementation of the results of research and development by developing a remote sensing platform based on an innovative method of vegetation inventory“ we have received the following technical question, regarding point II.1.2. of the requirements for the Airborne Laser Scanning System:

In requirements it is mentioned:

“Acquisition of RGB or CIR images during survey, minimum 60MPixels.....”

Is it meant that:
- one single digital camera system is either operated as an RGB camera or alternatively as a CIR camera, which means it would not be possible to acquire digital RGB and CIR images in one and the same flight but only in consecutive flights, or
- that two cameras should be integrated, whereas each of the two cameras could either be operated as an RGB or CIR camera for simultaneously acquiring RGB and CIR images in one and the same flight, or
- that one camera should be permanently setup as an RGB camera and a second camera should be permanently setup as a CIR camera.

 

In response:

It was:

Acquisition of RGB or CIR images during survey, minimum 60 Mpixels, the FOV of acquired RGB or CIR images should be according to the scanning strip (not smaller than the maximum scanning strip possible)

It should be:

Acquisition of RGB or CIR images during survey, minimum 60 Mpixels (ie. - two cameras should be delivered, one camera setup as an RGB camera and a second camera setup as a CIR camera. The two cameras delivered do not have to operate simultaneously), the FOV of acquired RGB or CIR images should be according to the scanning strip (not smaller than the maximum scanning strip possible).
